Why are we consulting?

The Carmarthenshire Rights of Way Improvement Plan (RoWIP) 2007-2017 was first published in 2008. It was produced in accordance with the Countryside and Rights of Way (CRoW) Act 2000 and associated guidance.

Its purpose was to assess the extent that the rights of way network in Carmarthenshire meets the present and likely future needs of the public, and in order to plan how the network was going to be managed and improved for all types of users for the future. Carmarthenshire County Council is currently in the process of reviewing the first RoWIP, as part of a statutory 10 year review.

The main aim of the RoWIP is to plan strategically, and to identify, prioritise and plan for improvements to the rights of way network in Carmarthenshire. This will create an improved and a more inclusive rights of way network for an array of users including: walkers, cyclists, horse riders, people using motorised vehicles, and people that have mobility problems, in order to improve their experience of the rights of way network across Carmarthenshire.

In developing the plan, consideration will also be given to the views and needs of landowners and land managers whose land is crossed by PRoW but is also used for a variety other of purposes from business uses to recreational activities.

How to get involved

A vitally important aspect of the RoWIP is the consultation stage, where we want to discover the views that you have on the public rights of way network, and collate suggestions that you have for Carmarthenshire County Council, in order for us to manage and improve the rights of way network in the County. We can then consider your views when we set the aims and objectives to be included in the second RoWIP, set to be published in 2018.

In order to achieve this we have created 4 separate questionnaire surveys; one targeted at the general public, one for relevant/interested groups and organisations, the other for landowners and the other for Town and Community Councils. This will allow us to get a broad range of feedback from various interested parties
